    Raging waves batter against the shore in the seafront in Santo Domingo, Dominican Republic, after the passage of Hurricane Irene. Hurricane Irene was downgraded on Tuesday as it lashed the Turks and Caicos Islands in the Caribbean, but forecasters warned it could still regain power as it approaches the US mainland.

    Thousands were fleeing an exposed strip of coastal villages and beaches off North Carolina on Thursday as Irene approached, threatening to become the first major hurricane to hit the East Coast in seven years.
