    WASHINGTON, Feb 27- U.S. construction spending unexpectedly fell in January as both private and public outlays fell, a government report showed on Monday. Construction spending declined 1.1 percent to an annual rate of $971.4 billion, the Commerce Department. It was up 1.8 percent compared to January last year.

    SCOTTSDALE, Ariz. _ A V Homes Inc. on Thursday reported fourth-quarter net income of $1.6 million. On a per-share basis, the Scottsdale, Arizona- based company said it had net income of 7 cents. For the year, the company reported that its loss narrowed to $1.9 million, or 9 cents per share.
