CNBC's Bob Pisani and Art Cashin, of UBS, discuss how the continued government shutdown will likely impact retail sales and consumer confidence.

Art Cashin says Wall Street remains obsessed with the "Washington circus" but remains convinced it's a question of when a deal will be reached, not if.

Cashin, UBS' director of floor operations at the NYSE, told CNBC's Bob Pisani around midday that "I think, at the end of all things either today or tomorrow, they will come to some kind of conclusion. The market will have a sigh of relief and then we'll go back to thinking about what we need to think about."

Cashin joked that right now "there's resignation on the floor and we'd like to see some resignations in Washington."
