The Wall Street Journal reported that GE's offer, which some sources say is impending, is an attempt to defeat Germany's Siemens and Japan's Mitsubishu Heavy Industries for an Alstom deal. Selling the train signaling business, the Journal reported, would "help meet a demand expressed by France's President François Hollande that the U.S. conglomerate help beef up Alstom's train business in exchange for blessing GE's purchase."

Sources told the Journal that GE and Alstom have already met to discuss how much the signaling operation is worth.
