Sharon Standifird's $1.99 "Ignore No More" app can restrict a cell phone so that teenagers can only call 911 or home.

Standifird's two kids have had an oddly positive reaction to the app, she said.

"My son knew that this was coming because he helped us in the development process," Standifird told CNBC.
