    INDIANAPOLIS-- Republic Airways Holdings Inc., which owns regional airlines, said Wednesday that traffic fell 7 percent in April as its Frontier Airlines subsidiary shrunk. Besides Frontier, which it has tried to sell or spin off, Indianapolis- based Republic owns Chautauqua Airlines, Republic Airlines and Shuttle America.
