NEW YORK-- A look at the 10 biggest percentage gainers on New York Stock Exchange at 1 p.m.:. Cooper Tire& Rubber Co. rose 40.5 percent to $34.51. Health Management Associates Inc. rose 9.3 percent to $15.23.
THE SPARK: Spectra said the move will allow it to increase its dividend and to boost Spectra Energy Partners LP's quarterly distribution rate. Meanwhile, Spectra Energy Partners plans to increase its quarterly distribution rate by 0.25 cent, to 1 cent. Spectra Energy Partners rose $1.83, or 5.1 percent, to $39.08.
