Dr. Liu Jiren is the founder of Neusoft Group.
With a doctorate degree in computer application, he is now a professor as well as a doctor tutor with the Northeastern University China (NEU). Now he is Chairman & CEO of Neusoft Group. Concurrently he also holds the positions of Vice-chairman with China Software Industry Association (CSIA), and a standing member of Chinese Association of Automation (CAA).
Dr. Liu was born in Dandong City, Liaoning Province, China in August 1955. After graduation from the NEU in the major of computer application in 1980, he had developed himself a successful academic ladder, from obtaining a master's degree in 1982, to becoming the first doctor majored in computer application in China in 1987, and to being promoted to a professor in 1988 when he was only 33 years old, also one of the youngest professors in China back then.
With a vision to facilitate the integration between academe and businesses and to promote China's software industry from an academic perspective, Dr. Liu initiated a research facility at the NEU in 1988 that was designed to transfer technologies and seek a new approach to bring academic achievements to market. Starting with thousands of Chinese RMB, three people, and three PCs only, he had covered a long way, trying to find out an effective way to involve industry, education, and research into an ecological business system, and founded Neusoft in 1991.
Over the past 16 years, Neusoft has achieved an annual growth of more than 30%, accompanied by hundreds of times increase in revenue, assets, and staff. As of October 2007, the number of its employees has increased to 13,000. Now, Neusoft has been recognized as a leading IT solutions and services provider in China. As a solid evidence, Neusoft has been ranked No. 1 in China's offshore service outsourcing sector for the past 4 consecutive years. Also, a number of honors and awards have been received at Neusoft. In addition to the ranking of No.1 among Top 10 to Watch in Emerging Asian Markets released by Global Services and neoIT, Neusoft was also listed among the top 25 among the global outsourcing providers by IAOP in 2007, which was the first case for a Chinese company of its kind to be included.
To cite his great accomplishments in promoting the integration among industry, education, and research and the internationalization of China's software industry, the governments and the media have also repaid Dr. Liu with numerous honors and awards inclusive of National Best in Science & Technology , China Best Doctorate Holder with Outstanding Contributions, China Software Enterprise Leaders Top Ten, Annual Figure of China IT Industry, China Entrepreneurs Top Ten, and China Best Business Leader.
In summary, Dr. Liu Jiren has made the following achievements in leading Neusoft to what it is today: - Has led to establish a successful development mechanism among industry, education, and research through close collaboration with universities and colleges.
As a company spun off from university, Neusoft has been dedicated to promoting the industry through close collaboration with universities and colleges. With such an active interaction with education and research facilities, Neusoft has established an innovative development model focusing on talents.
In the first years since 1991, Neusoft acquired its first pool of talents through a joint talent cultivation program with the NEU. Owing to a lack of capital, the Group had leveraged its strength to bring the advanced technologies rendered by university research facilities to market and realize the potential value of such technologies. As a matter of fact, Neusoft's present technical power in medical and social insurance comes from fundamental research of the NEU; in return,it has become an important base for graduate and post-graduate cultivation of the NEU. Also, to promote the integration of education and IT industry , Neusoft has invested a lot into education and set up three IT institutes and one biomedical & information engineering institute in a joint effort with the NEU that are dedicated to information technology as well as biological medical engineering. Especially, four Information institutes with a total enrollment of more than 22,000 have become the largest incubators of IT talents in China, which delivers a sustainable supply of IT talents to society, and helps well prepare a lot of young people for their careers in the IT industry. As is seen, this innovative mechanism that closely integrates industry, education, and research has brought great benefits to Neusoft, the NEU, the software & service industry, and tens of thousands of college students.

China has an abundant pool of high-quality human resources. Dr. Liu has contributed a lot to China's software and service industry by developing IT human resources. Neusoft has recruited over 7,000 people over the past two years that increases its total staff number to more than 13,000. Further, the Group has designed and launched a variety of training programs to enable a sustainable, long-term growth for employees. Such a large, high-quality HR assets has helped Neusoft maintain a nation-wide network in over 40 cities in China and subsidiaries in Japan and USA. In April 2007, Neusoft was awarded 2006 CCTV Best Employer.
Positioned as an IT solutions provider based on a core competence in software, Neusoft is dedicated to offering total informatization solutions to governments, industries, and businesses. With 16 years of continuous innovation and accumulation, Neusoft now provides a wide range of solutions to more than 20 industries that are listed among the key industries in the national information infrastructure construction plan, including telecommunication, electric power, social security, tax, traffic, finance, education, medical & health, enterprises, and e-government. Behind such a wide coverage is also a strong market presence. China has a large population. In the past, many medical equipment and instruments were imported from other countries. Through combining software technology and manufacturing as well as creating new advanced technologies and patents, Neusoft has successfully set its foot in the digital medical sector and become one of the several only CT manufacturers in the world, which also made China one of the rare owners of the technology inclusive of USA, Japan, and Germany.
Up to now, Neusoft has hundreds of medical system patents. With a wide range of technologies covering CT, MRI, X-ray, and radiation series, the Group has helped improve the medical conditions of Chinese hospitals by offering 5000 medical institutions high-quality medical systems. Besides, its products have been exported to over 30 countries and regions all over the world such as USA, Italy, Russia, Pakistan, Brazil, Argentina and etc., serving global hospitals and patients with various equipment and comprehensive services.
- Has helped expedite the internationalization process of China's IT service industry
Over the past 5 years, Neusoft has been actively engaged in expediting the globalization of China's software industry, and, especially, has led the industry to grow focusing on embedded software development integrated with China's strength in manufacturing. At the Neusoft's software development bases, you will see a lot of embedded software development works that cover many different industries ranging from mobile phones, car audio & navigation systems, to digital home appliances such as DVDs, digital cameras, electronic organs and etc. Currently, over 4,000 software engineers are working on the development of embedded software with Neusoft, and that figure is constantly increasing rapidly. By partnering with the global giants in the development of embedded software, Neusoft has managed to become part of their R&D systems, and therefore, has stood out as an outstanding pioneer in the process of China's transfer from a manufacturing power to a software and service outsourcing destination.
