Grab your coat and keys. It’s time to go bargain shopping for beaten down retailers with Karen Finerman.

What are you buying?

I like Kohl’s (KSS) Saks (SKS) Wal-Mart (WMT), Children’s Place (PLCE) and Estee Lauder (EL) says Karen Finerman on CNBC’s “Closing Bell. Personally, I still think there’s value in the retail sector and I expect a pretty decent Christmas

What are your criteria for these picks?

I like a strong balance sheet and valuation. I ask myself, “Is it trading at a P/E ratio that is low, relative to the history of each specific company.”

On another topic, you have issues with the government's “Teaser Freezer” plan. How come?

I’m a free market girl and that’s not a free market plan, she says. I don’t think artificial support is a good thing, although I realize there might be some short term benefits. 

She adds, you must consider the lender, too. Right now, they have to be asking themselves, if the government can just come in and not allow ARM rates to move higher – what kind of contract is this???
