BRUSSELS, Belgium - Officials from the European Union and Ukraine have started negotiations on easing visa restrictions for Ukrainian citizens traveling in the 27-nation bloc.

Ukraine's Foreign Minister Volodymyr Ogryzko says he hopes an agreement can be reached before the European soccer championships in 2012. Ukraine and Poland are co-hosting the tournament.

The EU justice and the home affairs commissioner, Jacques Barrot, says progress on a visa-free travel pact will depend on how fast Ukraine can meet EU standards on issues including more secure passports and better border security.

Barrot was also pushing Wednesday for Ukraine to ensure an independent judiciary and improve its fight against illegal migration and human trafficking.
