The only stock mutual fund manager to have actually gained ground in 2008 says it's time for investors to get back into stocks.

The Forester Value Fund's Tom Forester says staying above water last year was hard work. "We avoided a lot of the financials, we got into the safer names, we got into health care, and we got into consumer staples," he explained to CNBC.

So what looks good to him now?

Recommendations:

"We're looking strongly at the technology stocks," he said.

"We like Hewlett Packard, we are looking at Dell, we like Adobe, we like Cisco, we like Oracle; a lot of these stocks used to trade at about 30 times earnings, and now they're close to single digits."

Time to Get Constructive?
The market has come down far enough that it's time for investors to look for a spot to get back in, with Tom Forester, Forester Value Fund.
