We, as a nation, are trying to figure out when and how to use Twitter effectively.

I Twitter (@janewells). Sometimes I Tweet about things on this blog. More often, I try to provide observations about life, liberty, and the pursuit of my 401k which are one-offs.

Seemingly everyone wants to exploit Twitter, but few have it mastered. I am trying to find a blend of fun and useful. Even Oprah and Barbara Walters are now Twittering, to which my daughter would say, "What is this madness?"

Add to the pile Governor Arnold Schwarzenegger, who Twittered from the Society of Automotive Engineers (SAE) World Congress in Detroit today, where CNBC's Phil Lebeau interviewed him.

Here are the insights the Governor provided via Twitter. Tell me if they give you "value added" info, as he travels from one job-decimated area (California) to another (Michigan):

"Abt to go wheels up to detroit...look forward to speaking at the SAE conference tomorrow" -20 hours ago

"Driving to hoteI, notice the 'arnold to michigan:drop dead' billboards r no where to b seen but my message to go green is as strong as ever." -about 16 hours ago

"Just finished reading the news today. Was glad to see the la times ed board endorse our lcfs proposal. Abt to head over to the SAE event." -about 4 hours ago

"2 points I want to make today: 1. Detroit shld use this crisis as opportunity to reinvent themselves, 2. Need long-term energy policy in US." -about 4 hours ago

"Great event. Made points abt needing long term energy policy in US and more innovative detroit, said 'detroit will be back!' They loved that" -about 3 hours ago

"Checking out electric hummer display at SAE. It's an H3 that gets 100 MPG! Now that's the type of action I want to see out of detroit." -about 2 hours ago

(Here he responds to a Tweet from a "follower"): "@donroche price of the Hummer is $59K" -20 minutes ago

"Finished in detroit. Heading back to CA. As soon as we land, I'm going to an unemployment call center to see firsthand how they are doing." -1 minute ago
