Calif. tax panel avoids partisan fight

SAN FRANCISCO - A commission weighing an overhaul of California's taxing structure has agreed to consider proposals from a former Democratic lawmaker.

The move is expected to head off a partisan fight on the panel, which was established by Gov. Arnold Schwarzenegger.

The proposals by former state Assemblyman Fred Keeley include retaining the state's progressive income tax and removing Proposition 13 tax limits on commercial property.

He also wants to impose a new tax on gasoline and other carbon-based fuels.

The 14-member commission is considering several other plans, including replacing the multi-bracket progressive income tax with a flat 6 percent tax.

The panel's mission is to create a plan that will end boom-and-bust state revenue cycles, which have led to a seemingly endless series of budget deficits.
