By Katya Golubkova MOSCOW, Nov 5 (Reuters) - Russia's competition regulator is to fine LUKOIL 6.54 billion roubles ($223.7 million) after finding the country's second biggest oil producer guilty of abusing its market position in refined products. "A decision has been taken to impose a fine of 6.54 billion roubles for abusing its dominant market position," Sergei Noskovich, a spokesman for Russia's Federal Anti-Monopoly Service (FAS), said on Thursday. LUKOIL, Russia's largest privately-owned oil company, is not alone to have been fined by FAS this year in a crackdown on pricing. The service also ruled that Rosneft had violated anti-trust legislation and hit the state-controlled market leader with a fine of 5.28 billion roubles. In August, it fined TNK-BP and Gazprom Neft a combined 8.9 billion roubles.. The service last year slapped fines on all major Russian oil firms for oil products price fixing amounting to around $50 million per company, but the companies won court rulings to overturn the decisions. The second wave of fines by FAS follows the adoption of legislation that significantly beefed up its powers.
