Gambling is illegal in most places, but it's a flimsy illegality with very big loopholes. This is for two reasons, both of which should be clear to anyone who has spent even fifteen minutes in Las Vegas. One is that gambling is popular enough to thrive despite its legal status, and the other is that it's a recession-proof source of tax revenue for any government that chooses to tolerate it.
Gambling laws change in severity depending on where you are. The laws in Montana are not the same as those in Alabama, which are not the same as those in New Jersey. And of course all of those are different from gambling laws overseas.
