For most people, paying taxes is only slightly more popular than a visit to the oral surgeon. But somehow, despite all the wailing and gnashing of teeth, most of us manage to file our taxes on time every year. And with April 15 now fast approaching, most of the nation's stragglers are putting aside their anxiety and filing their returns.
There are, however, some people who are dodging their obligations as taxpayers, and it's not because they're procrastinating. They may be motivated by greed, or by a sense of entitlement, or by a creative interpretation of the Constitution, but they all have one thing in common --- a belief that they don't have to play by the same rules as everybody else.
