“I’d avoid China, investment banking and brokerage companies where there are high levels of uncertainty,” Noonan told CNBC.

“But I think we’re very close to a short-term bottom.”

Noonan said he is buying the consumer discretionary names, technology and some of the industrial cyclicals such as heavy equipment, aerospace and defense.
