Halftime—NASDAQ: Low Volume Through Year-End

Nasdaq OMX Group has provided "Fast Money" exclusive access to an expert from its Market Intelligence Desk, where trading is still going on, for real-time insight from the world's largest exchange.

In a live interview Thursday, Anu Sharma from the NASDAQ market intelligence desk said volumes will be low for the rest of the year. He explained that the institutional investor left in May and hasn't returned. Sharma said he'd be hard-pressed to find a stock that has 25 percent institutional activity right now. Therefore, volumes will be low going into the end of this quarter and most of the activity will be in retail.

Guy Adami of Drakon Capital is skeptical that volumes will remain low. Historically, this has been one of the slowest weeks, he said. Adami thinks volume will pick up on Monday when people return to the office and that there's "a lot of wood to be chopped" going into the end of the year.

Sharma said fund managers will make their move at the beginning of the fourth-quarter, but they will make them quickly and get out. He thinks they're nervous about taking risks in an uncertain market. Fund managers care about how they perform on a quarterly basis, he said, so they're going to be careful.

Volumes might be higher once the election start, Sharma added, but it won't be from fund manger.

CALL TO THE FLOOR: HEALTH CARE OUTLOOK

Are health insurance premiums going up?

A Wall Street Journal article Wednesday warned that health insurers plan to raise premiums in the coming weeks and it is no surprise that a report Thursday says cost confusion for patients continues. To talk about the health care outlook, Ronald Williams spoke with CNBC's Melissa Lee on the "Fast Money Halftime Report." He's CEO of Aetna , the nation's third largest health insure.

CALL THE CLOSE

Scott Nations of NationShares is a "tepid buyer" until the 1120 or 1130 level in the S&P 500.

Steve Cortes, founder of Veracruz, said it's "time to take profits."

Like Cortes, Guy Adami of Drakon Capital also thinks you should take profits now.

Steve Grasso of Stuart Frankel recommends selling this market.
