Sharp Sell-Off in Visa, MasterCard Buying Opportunity?

Following news that the Federal Reserve plans to impose new limits on debit-card transaction fees, shares of MasterCard and Visa sold off on Thursday.

The Fed proposal would generally limit so-called debit "interchange" fees at 12 cents per transaction. The average interchange fee for all debit transactions was 44 cents per transaction in 2009, the banking regulator said.

"A manageable number not disastrous," commented UBS analyst Jason Kupferberg on Fast Money. "I think the sell-off was a bit overdone."

But the Street hates uncertainty and the Fed left unanswered questions.

Even in a worst case scenario he thinks the bad news is pretty much priced in. “When we run the numbers and haircut the numbers we’re looking at low teen multiples on these stocks which would be historical troughs," Kupferberg explained to the desk.

And he reminded us that this is just a proposed version of new rules. “Is it possible that some of these proposals get softened? It’s possible.”

For investors with a 12-month view he thinks the pullback is a buying opportunity.

What's the Trade?

Joe Terranova of Virtus Investment Partners would step to the sidelines for right now. He's not comfortable buying a stock that took a 12 percent drop in one-day of trading.

Karen Finerman of Metropolitan Capital Advisors doesn't like to buy stocks on the first day of a major sell off. She would wait a few days and reevaluate.

Tim Seymour of EmergingMoney.com said it's going to be months before the regulations are finished. MA and V are buying opportunities at current levels, he added.
