Positioning to Win from DC Debt Drama

The debt debate drama continued Wednesday in Washington, with the White House indicating that President Obama would be willing to sign a short-term debt limit increase as long as it’s merely a stop-gap measure to allow time for a broader plan to be put into place.

The news comes one day after the bipartisan Senate “Gang of Six” announced a budget plan, which was seized by Obama as a possible breakthrough.

So, if a deal of some sort is reached by August 2, how should you be positioning your portfolio?

Fast trader Steve Grasso said he thinks the market’s moving higher.

“I think right now we’re in a momentum stage. The market’s moving back to 1370 in the S&P.” he said. “We’re headed to make new highs. Chase for performance is going to be on.”

If the market’s heading north, Grasso said you want to move away from the utilities space, and you want to start buying financials. He suggests buying Bank of America at under $10 a share.

While trader Joe Terranova agrees the market’s going higher, he has concerns from a macroeconomic standpoint. He questioned how much damage has already been done to the economy in terms of consumer spending and retail sales.

“Investors have pulled back in June. Equity mutual funds saw their largest amount of outflow since 2008,” he said. “So the damage might have already been done, whether the deal gets done or not.”

FBR Financial Policy Analyst Ed Mills told the Fast traders there will be certain sectors that have disproportionate benefits or disproportionate impacts.

“Energy, defense and publicly traded partnerships are well positioned going into these final two weeks,” he said.

But he said health care firms, especially those with high Medicare and Medicaid reimbursement rates, and education companies that rely heavily on Pell Grants will have to “sweat out” the next couple of weeks.
