Ambac was chosen over MBIA as the play-in winner after Dylan Ratigan used his power as the Commissioner to break a tie. Macke and Adami both voted for ABK while Adami and Seymour went with MBI – although none of them gave either bond insurer much of a chance of making it past the first round.
