Law & Order: Flash Crash Unit

The drama surrounding last week's market plunge continues with the SEC potentially taking aim at the exchanges, especially in periods of high volatility.

Testifying before the House on Tuesday SEC Chairperson Mary Schapiro said that last week’s plunge "undermined confidence in the integrity of the financial markets."

And she added that changes need to be considered to prevent severe disruptions in the future.

Schapiro said a stronger and more uniform system for slowing trading during periods of high volatility would help. Right now markets design their own tools for slowing or halting trading, and regulate themselves.

As we told you yesterday, leaders of six major exchanges including the NYSE and Nasdaq held a summit on Monday and they all agreed – at least in principle - to a uniform system of "circuit breakers" that would slow trading during periods of intense market volatility.

But that may be too little too late as far as some Fast Money viewers are concerned. They’re more than a little  angry. See for yourself!

Veronica writes: I lost $15,000 in 10 minutes on Apple.  Had a stop loss at 200.00 in case of a major event - not a fat finger mistake.  Why did they not halt the market so I had a chance to buy it back?  Someone walked away with my (AAPL) at 200.00 and it immediately went up 40 points.  Why has the uptick rule not been changed?  They could do that immediately....

Bob from Georgia

Bob writes: I was just listening to CNBC and they said you did good if you picked up Apple (AAPL) at 199 on Thursday.  Are they really gonna let that trade stick?  It was trading in the 235 area and then a few trades at 199.  I would be livid if that was my sell trade.  That would make you go nuts at the unfairness if that trade stands.
