The fate and fortune of many emerging technologies often rests more on government policy than private-sector preferences. Government policy can shape and encourage both corporate and consumer behavior through influencing cost.

There may be no better example than the alternative energy industry. Federal, state, and even local policies have had a huge impact on research and development, as well as implementation. Tax breaks, subsidies, and other policy directives have powered the development of solar, wind, ethanol, and other fuels, attracting private-sector money.

Put together, governments have made it clear that alternatives to crude oil and natural gas must be discovered, developed, and then taken to market at competitive prices.
