Should the ECB Cut Rates?

The European Central Bank (ECB) is widely expected to leave interest rates unchanged on Thursday even as calls are growing for the central bank to bring down rates in the wake of the troubles in Cyprus.

Still, some market watchers have questioned if lowering the already record-low rates would make a difference. The ECB has held base rates at 0.75 percent since July 2012, when they were cut from 1 percent.
