The U.S. Department of Labor issued guidance to states Thursday clarifying the department's position that federal employees furloughed from their jobs during the federal government shutdown are not eligible for unemployment benefits.

These employees were not 'unemployed' and are thus ineligible for unemployment benefits since Congress provided for full retroactive pay and they were classified as being in "pay status" throughout the shutdown, a Labor Department spokesperson said.

States must now take action to address the return of these benefits already distributed.
