Temporary hiring continues to grow according to the chief executive of global staffing agency Adecco, but the prospects for permanent hiring remain low while employers remain skeptical over the economic recovery.

"The environment remains volatile, customers are still reluctant to really invest in the longer-term and there is no scarcity, so you can find any skill-set in a temporary way, so why would you make long-term commitments," Patrick De Maesenerie told CNBC at the World Economic Forum in Davos on Friday.

Adecco is one of theworld's largest human resources providers and employs with over 31,000 people in more than 60 countries worldwide.

Almost 202 million people are out of work worldwide, according to the latest figures from the International Labour Organization (ILO), which forecast this week that the figure would increase to 215 million people by 2018.

In the euro zone, unemployment remains at a record high of 12.1 percent according to latest data, while U.S. job growth slowed in December.

De Maesenerie said that the outlook for those searching for permanent jobs would only improve once there had been a couple of quarters of "very good growth" and if there was a scarcity of skills but warned he didn't see that happening in Europe for "another year or two."

Several high profile delegates attending the World Economic Forum have told CNBC that policy makers need to do more to solve global joblessness.
