Only Chuck Reed, the Silicon Valley city's mayor, knows who will ultimately occupy the 2-million-square-foot space, and he's not saying. We do know that it's a Fortune 500 tech company, that the development will cost an estimated $700 million, and 8,000 to 10,000 people will work there.
