ABERDEEN, Miss., April 10, 2014 (GLOBE NEWSWIRE) -- Health problems have slowed down Martha Mobley to the point that getting out of a chair or walking across a room can be a slow, painful process.

With a fixed income that barely covers the monthly bills, Ms. Mobley, 58, wasn't able to put money toward much-needed home repairs.
Then she learned about the Federal Home Loan Bank of Dallas' (FHLB Dallas) Special Needs Assistance Program (SNAP), which provides grants through FHLB Dallas member institutions to assist income-qualified, special-needs and elderly homeowners with necessary home repairs and modifications.
Ms. Mobley worked with Ann Tackett, a community volunteer, and executive director of Tenn Tom Moving Youth, Inc. to apply for a SNAP grant through Community Bank North Mississippi.
"She was in such need," Ms. Tackett said. "She has been a hard worker all of her life and her health started failing a few years ago and she can hardly walk now. She was just so appreciative of the work."
Since its inception in 2009, FHLB Dallas and its members have provided more than $7.3 million in SNAP grants to assist 1,464 households with home repairs.
At the Mobley home, two bathrooms received extensive repairs. In the first bathroom, the subfloor, flooring, shower, sink, and sheetrock were all replaced. In one of the bathrooms, a shower stall was widened to enable easier access.
"Lord, it meant a lot to me," Ms. Mobley said of the repairs. "Everything is just so nice and so much better."
Ms. Mobley was among 10 homeowners in 2013 who were assisted with home repairs through Community Bank North Mississippi.
FHLB Dallas has made available another $1 million in SNAP funds in 2014, and will announce an additional offering in July.
