Federal Home Loan Bank of San Francisco Announces Second Quarter 2015 Operating Results

SAN FRANCISCO, July 28, 2015 (GLOBE NEWSWIRE) -- The Federal Home Loan Bank of San Francisco today announced that its net income for the second quarter of 2015 was $61 million, compared with net income of $39 million for the second quarter of 2014.

The $22 million increase in net income for the second quarter of 2015 relative to the prior-year period reflected net fair value gains associated with derivatives, hedged items, and financial instruments carried at fair value, partially offset by lower net interest income.

Net interest income for the second quarter of 2015 was $108 million, down from $138 million for the second quarter of 2014. The decrease was primarily due to lower average balances of interest-earning assets, higher dividends paid on mandatory redeemable capital stock (which are classified as interest expense), and a decrease in earnings on invested capital because of lower average capital balances.

Other income/(loss) for the second quarter of 2015 was a loss of $2 million, compared with a loss of $54 million for the second quarter of 2014. The change reflected net fair value gains associated with derivatives, hedged items, and financial instruments carried at fair value of $5 million (compared with net fair value losses of $35 million for the second quarter of 2014), which were due to the effects of changes in market interest rates, interest rate spreads, interest rate volatility, and other market factors during the period. The change also reflected expense on derivative instruments used in economic hedges of $4 million (compared with expense of $19 million for the second quarter of 2014). Income/expense on derivative instruments used in economic hedges is generally offset by interest expense/income on the economically hedged assets and liabilities.

During the first six months of 2015, total assets increased $10.2 billion, to $86.0 billion at June 30, 2015, from $75.8 billion at December 31, 2014. Advances increased $11.2 billion, or 29%, to $50.2 billion at June 30, 2015, from $39.0 billion at December 31, 2014.

In addition, investments increased $1.5 billion, to $33.5 billion at June 30, 2015, from $32.0 billion at December 31, 2014, primarily reflecting an increase in securities purchased under agreements to resell. These increases were partially offset by a $2.7 billion decrease in cash and due from banks, from $3.9 billion at December 31, 2014, to $1.2 billion at June 30, 2015.

Accumulated other comprehensive income increased by $12 million during the first six months of 2015, to $68 million at June 30, 2015, from $56 million at December 31, 2014, primarily as a result of improvement in the fair value of PLRMBS classified as available-for-sale.

As of June 30, 2015, the Bank was in compliance with all of its regulatory capital requirements. The Bank’s total regulatory capital ratio was 6.5%, exceeding the 4.0% requirement. The Bank had $5.5 billion in permanent capital, exceeding its risk-based capital requirement of $2.9 billion. Total retained earnings as of June 30, 2015, were $2.7 billion.

On June 23, 2015, the Bank paid a special dividend of $145 million on the capital stock outstanding during the first quarter of 2015, including $25 million in dividends on mandatorily redeemable capital stock that was reflected as interest expense in the second quarter of 2015. Combined with the dividend of $75 million paid on May 14, 2015, the annualized rate for dividends paid during the second quarter of 2015 was 22.65%.

Today, the Bank’s Board of Directors declared a cash dividend on the capital stock outstanding during the second quarter of 2015 at an annualized rate of 10.01%. The dividend will total $78 million, including $6 million in dividends on mandatorily redeemable capital stock that will be reflected as interest expense in the third quarter of 2015. The Bank expects to pay the dividend on or about August 13, 2015.
