When Governor Andrew Cuomo and the New York State Legislature enacted the Compassionate Care Act, they created a new model for medical marijuana laws unlike anything seen elsewhere in the medical cannabis industry. Under this law only patients with the most serious conditions are allowed access to medical cannabis. The law prohibits all combustible forms of cannabis, as well as all of the cannabis-laced food products (such as brownies and candies) that are popular elsewhere.
