Earlier, the complex was placed on lockdown as authorities investigated a report of someone with a weapon outside. That lockdown has been lifted.
Police told NBC News that two people are in custody. One had a weapon in his waistband.
While the incident is still under investigation, there have been no reported shootings or injuries.
Congressman Charles Rangel tweeted that he and other members of Congress were safe on the House floor.
