Washington, D.C., June 22, 2017 (GLOBE NEWSWIRE) -- The U.S. Department of Veterans Affairs released on Thursday, June 22 a presolicitation in which it outlined plans to award a firm fixed-price contract to a certified service-disabled veteran-owned small business to renovate the canteen at the Capitol Network Acquisition Center.
The contractor who receives the contract must provide all supervision, labor, materials, and equipment required to perform the renovation, which includes a kitchen, dining area, and service area. The VA intends the contractor to demolish and remove materials from the existing building as part of the scope of the project.
During the renovation, the contractor also must:
- Build a new floor, wall, and ceiling
- Replace existing HVAC system, all related accessories, and install new controls to make possible that the area can be zoned out into several different zones (with each zone independently managed by a control panel)
- Install a new exhaust system to improve ventilation
- Replace current plumbing system with a new drainage system, and provide a new grease trap
- Install new electrical system in the canteen, including power and lighting, taking into consideration the new kitchen equipment requirements
- Install a new fire protection system
The contract, once awarded, also will cover asbestos abatement, telecommunication, cable TV, signage, and security systems.
The relevant North American Industry Classification System (NAICS) Code for this procurement is 236220; the U.S. Small Business Administration size standard must not exceed $36.5 million; and the VA anticipates the project to cost between $1 million and $5 million.
The VA invites all interested SDVOSBs to respond via e-mail to Contract Officer Gary Phinney at email@example.com by no later than July 18. The subject line of the email shall be: Canteen Renovation Project #688-15-014 (followed by company name).
The contractor who receives the contract must provide employee identification and security clearances for all personnel working on the project; must complete the project within 270 days of receiving a notice to proceed; and must be registered in the Vendor Information Pages (VIP) database at vetbiz.gov. Additionally, firms must apply for and receive verification from the Department of Veteran Affairs for Center for Veterans Enterprise (CVE), in accordance with 38 CFR Part 74 and VAAR 819.70.
The contractor who receives this contract also must be registered with the System for Award Management (SAM) database and have as part of the Registration all current Representations and Certifications.
