Norway holds parliamentary elections on Sept. 11 to decide whether the ruling right-wing government should stay in power or be replaced by a Labour-led centre-left coalition. The outcome remains too close to call, opinion polls show, and any of five smaller parties could ultimately emerge as kingmakers in post-election negotiations.
