MOSCOW, July 12 (Reuters) - Russia has prepared a compromise proposal on oil transit tariffs through Belarus which Russian Deputy Prime Minister Dmitry Kozak and his Belarus counterpart Igor Lyashenko will discuss on Saturday, Kozak's representative said on Friday.
