Last Wednesday, while most of America was on the way to grandma's house for Thanksgiving, the White House announced more bad news regarding the health law's rollout. The Obama administration announced yet another delay — this time for online enrollment for small businesses hoping to purchase health coverage through federal-run exchanges called the Small Business Health Options Program, or SHOPs.

Earlier this year, a nonpartisan Government Accountability Office (GAO) study that I requested confirmed that the administration was ill-equipped for SHOP implementation, showing potential for "implementation challenges going forward."
