KEY POINTS
President Barack Obama (R) signs the Affordable Health Care for America Act as Marcelas Owens looks on during a ceremony with fellow Democrats in the East Room of the White House March 23, 2010 in Washington, DC.

When asked in 1951 why he robbed banks, prolific thief Willie Sutton is said to have replied matter-of-factly, "Because that's where the money is." That's the same philosophy behind Medicare and Medicaid fraud.
