At SCE, Kelly was responsible for operation and maintenance of an electrical grid of over 12,000 miles of transmission lines, 100,000 miles of distribution lines, and over 900 substations, covering a 50,000-square-mile service area, serving over 14 million people through nearly five million customer accounts. He oversaw an annual capital budget of over $2 billion and O&M of over $500 million. Previously, as vice president of engineering & technical services at SCE, Kelly was responsible for planning, engineering, design, and R&D for SCE's T&D grid. He formed SCE's Advanced Technology organization, which has risen to national prominence for its leadership role in electric vehicle and Smart Grid technology. He also pioneered deployment of synchronous phasor measurement, the Distribution Circuit of the Future, and other advances in grid sensing, monitoring and control.
