FORDYCE, Ark., June 19, 2013 (GLOBE NEWSWIRE) -- A Social Security disability check doesn't go far. Not far enough for Carl and Gloria Byrd to fund critical repairs needed at their Fordyce, Arkansas home.

A SNAP grant through FBT Bank & Mortgage and FHLB Dallas funded repairs to Carl and Gloria Byrd's home.

Carl Byrd, 60, said floors were warping, the roof was leaking and floor joists were rotted. It's an old wood frame home, age unknown, Mr. Byrd said.

The couple lives on a fixed income and Mr. Byrd is missing one eye and has severe glaucoma in the other, which prevents him from doing any major repairs on his own.

Mr. Byrd said he heard about the Special Needs Assistance Program (SNAP) from an acquaintance and it sounded like just what the couple needed. SNAP is offered by the Federal Home Loan Bank of Dallas (FHLB Dallas) through its member institutions, such as FBT Bank & Mortgage. It provides grants to assist income-qualified, special-needs homeowners with necessary home repairs and modifications.

A $5,000 SNAP grant from FBT Bank & Mortgage and FHLB Dallas funded the repairs at the Byrd home.

The Byrds received a new roof. They also had the house's foundation lifted and floors evened out. The rotting floor joists were replaced.

"I'm happy with the work that was done," Mr. Byrd said. "I'm very, very satisfied."

Scott Smith, vice president at FBT Bank & Mortgage, said helping people like the Byrds is what SNAP is all about.

SNAP was established in 2009 by FHLB Dallas and is available through its member institutions. Since its inception, SNAP has awarded more than $6 million in grant funds to 1,260 eligible homeowners. In 2013, FHLB Dallas made available $1 million in SNAP grants.
