U.S. home builder sentiment stayed at a record low in November, an industry group said on Monday, as potential buyers canceling orders or facing higher hurdles getting mortgages from lenders kept builders inundated with unsold houses.
The National Association of Home Builders said its preliminary NAHB/Wells Fargo Housing Market index was unchanged at 19 in November, the lowest reading since this gauge started in January 1985.
October's index was revised up from a preliminary reading of 18, NAHB said. The November index had been expected to drop to 17, based on a Reuters survey of economists.
Readings below 50 mean more builders view market conditions as poor than favorable.
"Consistent with what builders said in last month's survey, many are reporting that their special sales incentives are having limited success in terms of getting buyers in the door," NAHB President Brian Catalde, a home builder from El Segundo, Calif., said in a statement.
Sales of existing homes sank in September to the lowest on record dating to 1999, battered by mounting foreclosures and tighter lending practices, according to the latest data form the National Association of Realtors.
Unsold inventory has swelled to record levels despite price cuts and other builder incentives.
The government's latest data on housing starts and building permits will be released on Tuesday. New lows are anticipated.
"Housing starts hit a new low for the cycle in September. At a 1.191 million annual rate, they were down 42 percent from the 2005 total of 2.07 million, and we forecast another decline in October," UBS economists said in a report.
A Reuters survey forecasts October starts fell to 1.170 million units and permits to build dropped to 1.200 million from 1.261 million.
Building needs to keep ratcheting down as long as sales are sliding, in order to correct the huge imbalance between supply and demand, economists say.
The November builder sentiment index is less than half what it was at the year's peak of 39 in February, and well below the 33 reading in November 2006.
The unchanged November reading follows eight straight months of declines in the index.
"The message from today's report is that builders do not see any significant change in housing market conditions as compared to last month," NAHB Chief Economist David Seiders said in the statement.
"While they continue to work down inventories of unsold homes and reposition themselves for the market's eventual recovery, they realize it will be some time before market conditions support an upswing in building activity -- most likely by the second half of 2008."
With foreclosures on the rise and many banks forced to write off billions of dollars in losses on subprime loans, borrowers of all types are having a harder time getting funding.
NAHB's other index components, measuring views on current and future sales as well as prospective buyer traffic, were mixed in November. All of the gauges were sharply below this year's peaks set in February.
The gauge of current sales was unchanged at 18, compared with 33 a year ago and 40 in February. The index of sales expected over the next six months fell 1 point to 25, down from 45 a year earlier and from 53 in February.
The prospective buyer traffic index climbed 2 points to 17, below 26 a year ago and the 2007 high of 29 set in February.
