No boost to energy stocks from judge ruling that denied the Obama administration motion to keep the drilling ban during an appeal. Why not? Because:
1) the judge gave the Interior Department 30 days to comply with the overturn of the ban;
2) Interior Secretary Salazar is drawing up new plans, and the energy industry seems to believe the administration will figure out an end run around the ban;
3) at any rate, as one energy trader noted, it takes time and money to re-staff and start up the rigs so they want to make sure they won't have to stop again before they begin to drill.
