HARWOOD: WE ARE JOINED BY FORMER HOUSE SPEAKER, FLORIDA HOUSE SPEAKER, MARCO RUBIO, WHO IS DOING A BUS TOUR IN MELBOURNE. HE'S THE FRONT-RUNNER IN THIS RACE. MR. SPEAKER, THANKS FOR BEING WITH US.

RUBIO: MY PLEASURE. THANK YOU FOR HAVING ME.

HARWOOD: SO, WHAT IS YOUR REACTION TO THE REPORTS THAT PRESIDENT CLINTON TALKED TO KENDRICK MEEK ABOUT THE POSSIBILITY OF GETTING OUT OF THIS RACE, AS GOVERNOR CRIST HAS INDICATED AND GOVERNOR CRIST HAS ALSO INDICATED HE TALKED TO WHITE HOUSE OFFICIALS ABOUT THAT?

RUBIO: WELL, LOOK, I THINK IF WE EVER NEEDED A REMINDER OF EVERYTHING THAT'S WRONG WITH POLITICS AND WASHINGTON, THIS STORY IS THAT REMINDER. THIS IS A STORY ABOUT A BACKROOM DEAL TO TRY TO INFLUENCE AN ELECTION ON THE LAST DAYS OF THAT ELECTION. THE BACKROOM DEALS THAT THEY DO IN WASHINGTON HAS GIVEN US SOME OF THE WORST PUBLIC POLICY THAT OUR COUNTRY HAS EVER HAD. THIS IS HOW WE GOT THE HEALTH CARE BILL IS THROUGH A LAST-MINUTE BACKROOM DEAL ON CHRISTMAS EVE. IF WE EVER NEEDED A REMINDER OF EVERYTHING THAT'S WRONG WITH POLITICS TODAY, THIS STORY IS THAT, OF PEOPLE WHO ARE WILLING TO TRADE THEIR PRINCIPLES IN EXCHANGE FOR POWER, WHO ARE WILLING TO CUT A DEAL WITH ANYONE ON ANYTHING IN ORDER TO GET INTO POWER AND ARE WILLING TO CUT A DEAL WITH ANYONE ON ANYTHING TO STAY IN POWER.

HARWOOD: NOW, MR. SPEAKER, FROM A DIFFERENT ANGLE, THOUGH, SOMEBODY MIGHT SAY THAT WHERE WE GOT INTO TROUBLE ON HEALTH CARE, IF WE DID, WAS ON IDEOLOGY AND WHAT CHARLIE CRIST SAID, WHAT HE TOLD ME THIS MORNING ON CNBC, WAS, LOOK, IF YOU ARE LASHED TO IDEOLOGY AND LASHED TO PARTY, THAT IS THE KIND OF CONVICTION THAT JUST CREATES FIGHTING AND THAT IF YOU OR MEEK IS ELECTED, ALL WE'RE GOING TO HAVE IS MORE BICKERING IN WASHINGTON. RESPOND TO THAT.

RUBIO: CHARLIE CRIST STOOD FOR THE SAME THINGS I DID SIX MONTHS AGO UNTIL HE DECIDED HE COULDN'T WIN THE REPUBLICAN PRIMARY THIS WHOLE THING IS A FAIRY TALE AND I THINK IT'S BEEN EXPOSED FOR WHAT IT IS AND THE VOTERS ARE SEEING IT. THIS IS ABOUT HIS DESIRE TO SERVE IN THE U.S. SENATE AND HE HAS THE RIGHT TO HAVE THAT DESIRE BUT THE VOTERS WON'T BUY IT. OUR ELECTION FROM THE VERY BEGINNING HAS BEEN ABOUT OUR MESSAGE. AND OUR MESSAGE IS THAT AMERICA'S HEADED IN WRONG DIRECTION AND I WANT TO GO TO WASHINGTON NOT JUST TO OPPOSE THIS AGENDA BUT OFFER AN ALTERNATIVE TO IT. IF PEOPLE GO TO OUR WEBSITE, MARCORUBIO.COM THEY'LL FIND THAT WE PUT UP OVER 80 SPECIFIC IDEA RANGING ON EVERYTHING FROM HEALTH CARE TO TAXES TO GOVERNMENT SPENDING. I MEAN, WE HAVE TAKEN SPECIFIC POSITIONS ON SPECIFIC ISSUES BECAUSE VOTERS DESERVE TO KNOW. AND, LOOK, IF SOMEONE'S NOT WILLING TO TALK ABOUT IDEAS AS A CANDIDATE, THEY'RE NOT GOING TO DO IT AS A SENATOR.

HARWOOD: WELL, MR. SPEAKER, KENDRICK MEEK, OF COURSE, IS RUNNING AGAINST YOU AS A RIGHT-WING IDEOLOGUE, SAYS THAT WOULD BE DANGEROUS. GOVERNOR CRIST IS RUNNING AGAINST YOU AS AN IDEOLOGUE BUT ALSO ON THE INTEGRITY ISSUE. HE SAID HE DOESN'T MIND DEALS THAT MUCH, BECAUSE HE MADE DEALS FOR TAX MONEY IN EXCHANGE FOR JOBS WITH A UNIVERSITY AND A HOSPITAL. HOW DO YOU RESPOND?

RUBIO: THOSE ARE OUTRAGEOUS ALLEGATIONS FROM A DESPERATE CANDIDATE. THE BOTTOM LINE IS OUR CAMPAIGN WILL CONTINUE TO FOCUS ON THE IMPORTANT ISSUES THAT CONFRONT OUR COUNTRY. YOU KNOW, WE HAVE RECEIVED NOW THE NEWSPAPER ENDORSEMENT OF SIX MAJOR NEWSPAPERS IN FLORIDA. AND, BY THE WAY, EDITORIAL BOARDS ARE NOT NECESSARILY THE NATURAL DOMAIN OF RIGHT-WING RADICALS. THEY ARE ENDORSING OUR CANDIDACY BECAUSE WE'RE THE ONLY ONES RUNNING THAT STAND FOR ANYTHING. WE'RE THE ONLY ONES RUNNING THAT HAVE IDEAS, WE'RE THE ONLY ONES RUNNING WITH SOLUTIONS TO THE CRITICAL PROBLEMS THAT FACE OUR COUNTRY. AND WE'RE PROUD OF THE CAMPAIGN WE'VE RUN. THAT'S WHAT IT'S BEEN BASED ON FOR 21 MONTHS. THAT'S WHAT IT WILL BE BASED ON THESE LAST FOUR DAYS.

HARWOOD: MR. SPEAKER, SENATE REPUBLICAN LEADER MITCH McCONNELL, WHO YOU'D WHO BE JOINING IF YOU WIN, HAS SAID THAT THE NUMBER ONE GOAL FOR REPUBLICANS IS TO MAKE PRESIDENT OBAMA A ONE-TERM PRESIDENT. IS THAT ALSO YOUR GOAL? DO YOU AGREE WITH HIM? AND DO YOU SUPPORT MITCH McCONNELL FOR REPUBLICAN LEADER OF THE SENATE?

RUBIO: YES I THINK MITCH McCONNELL HAS BEEN A PHENOMENAL LEADER AND WILL CONTINUE TO BE A PHENOMENAL LEADER BUT I WANT TO GO TO WASHINGTON, DC NOT JUST TO OPPOSE THE PRESIDENT'S AGENDA AND THE AGENDA OF THE DEMOCRATS WHO HAVE A MAJORITY THERE NOW ALTHOUGH THEY MAY NOT HAVE ONE AFTER NOVEMBER SECOND BUT ALSO BECAUSE I WANT TO BE AN ALTERNATIVE TO THAT AND I WANT US TO BE AN ALTERNATIVE TO IT. AND I THINK WE HAVE GOOD IDEAS ON THINGS LIKE HOW TO IMPROVE ACCESS TO HEALTH INSURANCE IN AMERICA, WE OUTLINE THAT ON OUR WEBSITE. I THINK WE HAVE TO OUTLINE PRO GROWTH TAX STRATEGIES THAT ACTUALLY ENCOURAGE THE AMERICAN ENTREPRENEUR AND INNOVATOR TO COME OF THE ECONOMIC SIDELINES TO GET BACK IN THE GAME, START CREATING JOBS BY EXPANDING BUSINESS OR STARTING NEW BUSINESS. WE DONT JUST NEED AN OPPOSITION PARTY IN AMERICA WE NEED AN ALTERNATIVE AND I HOPE THAT'S WHAT WE'LL BE ON JANUARY THIRD WHEN THE NEW CONGRESS SWEARS IN.

HARWOOD: MR SPEAKER GOOD LUCK ON THE CAMPAIGN TRAIL. THE POLLS SHOW YOUR IN GOOD SHAPE AND IF THEY HOLD UP WE WILL SEE YOU IN WASHINGTON.

RUBIO: THANK YOU FOR HAVING ME ON THIS AFTERNOON.
