DUBLIN, Nov 12 (Reuters) - Ireland's communications minister Eamon Ryan said the country can deliver a budget that will reduce borrowing costs, while a bailout will not be necessary. "We will be able to deliver a budget, and that will bring our cost of borrowing down next year," Ryan, a member of the junior government party The Greens, told reporters. When asked if Ireland will need a bailout, Ryan said: "No, I don't believe so."
