'No Time for Complacency' in Europe: Bini Smaghi

European policymakers have to remain prepared for the worst and cannot afford to be complacent, despite the additional liquidity provided to the banking system, former European Central Bank official Lorenzo Bini Smaghi told CNBC Wednesday.
