Borrowing $105 Million for $1 Billion

The San Diego school district of Poway borrowed $105 million to build and remodel schools. That alone is not unusual, except the loan they took will end up costing taxpayers nearly $1 billion to pay back, reports CNBC's Herb Greenberg.
