Icahn: Could 'test waters' for Apple proxy fight

Carl Icahn tells CNBC's Scott Wapner that if Apple doesn't do a big stock buyback, he might "test the waters" for a potential proxy fight. He also says his position would be the same if Steve Jobs were still CEO.
