Why market optimism has been below average for most of 2019

The central bank's annual Jackson Hole symposium kicks off Thursday and investors will listen in for clues as to where the market is headed. But for now, according to a survey y the American Association of Individual Investors (AAII), market optimism has been below average for most of the year. Charles Rotblut, vice president and editor at the AAII, joins "Squawk Box" to discuss what the survey suggests about market sentiment.
