Why many retailers are left out of government help

A number of household-name retailers are caught up in a debate amid the COVID19 crisis: Should weaker players be allowed to fail, if the final straw comes from a virus that's out of a retailers' control? Big retailers with thousands of employees, rental agreements and vendor contracts are not eligible for either of the two Fed lending programs or the CARES Act, because their debt is no longer investment grade. CNBC's Courtney Reagan reports.
