Americans are left without unemployment benefits as state systems are failing to keep up

Only 29% of unemployed Americans received unemployment benefits in March. However, with the help of the federal government, many states are beginning to catch up. As that happens, trust funds will get depleted and states will have to borrow from the federal government to be able to meet their obligations.
