Lawmakers in Washington allocated about $150 billion to help shore up state and local government budgets as part of the U.S. government’s $2.2 trillion package to help businesses, workers and a health-care system staggered by the coronavirus. But not all of the money is getting where it needs to go. CNBC's Ylan Mui reports.
