IS DECLINE IN EURO OVER?

Greece announced painful new austerity measures Wednesday worth $6.5 billion to deal with a financial crisis that has hammered the euro and unsettled financial markets.

The decisions to make the cuts were "not taken out of choice but out of necessity," Prime Minister George Papandreou said as he briefed the country's president on the new measures, which are aimed at winning European Union support for Greece and calming financial markets.

Does that mean the decline in the euro is over?

Not by a long shot, according to strategic investor Dennis Gartman.

"The trend is clearly downward for the euro,." Europe has problems that will continue. I think Portugal and Spain will be the next nations that face problems."
